In my opinion Judge Zweibel has joined Cy Vance falsely prosecuting Cecily McMillan who was beaten severely by the New York Police Department as well as falsely prosecuting the Goldman Sachs programmer who is innocent as well.    The Goldman Sachs programmer asked his case to be dismissed because it was double jeopardy but Judge Zweibel refused just like he refused Cecily McMillan who is clearly a victim of the New York Police Department who beat her leaving a handprint on her chest and broke her ribs.

Suzannah Troy Submits New Complaint to New Head of Dept of Investigation re: 911, 311, CityTime, DOITT and DOI

John Liu did an audit of 911 Tech Corruption originally called ECTP.  He called for a criminal investigation and Cy Vance did nothing.  I am urging the new head of DOI to take a look at the audit and investigate DOITT as well as contractors....thank you....


I believe I wrote you about this way back when...  you can find my original forms I filled out on this and I believe I contacted you on CityTime as well and also emailed inspectors directly on DOB issues.  One inspector on DOB has left and no longer works for DOI.

I also have concerns about DOI's role in investigating CityTime and 911 Tech Corruption and would want the new head of DOI to look in to that please because where are the arrests of NYC gov officials on CityTime.  Look at Richard Valcich's whistle blowing letter yet he has gone from hero to zero to say.   Why?  Why did Preet Bharara refuse to consider CityTime crime before Denault and the Valcich whistle blower letter before Denault.

Let's see if Howard Saul gets The Wall Street Journal to remove this comment.   I called him and many other journalists about an annoymous tip I got that Ariel was also involved in over billing CityTime crime and howard saul my guess like all of them did nothing.   I also heard Gartner over billed us and is involved in advising us every dept NYC gov even board of elections and on everything but wiping employees tushes.  Thanks for all the advise but Gartner in my opinion robbed us and maybe that is why Glenn Hutchins dumped his stock GS brokered the deal because soon or later a new paper reporter will be forced to stop blacking out all the news to protect mayor Bloomberg's legacy and silence people trying to get the truth out.

Background:
In April of 2005, the City projected the cost of establishing two unified (FDNY, NYPD, FDNY-EMS) 911 emergency call center systems, one in Brooklyn and a second redundant backup system in the Bronx at $380 million. The contract was awarded to Hewlett-Packard. Six years later, the Brooklyn Center is still not fully operational and one year behind schedule. 

The Emergency Communications Transformation Program was troubled by findings of poor management and less than satisfactory oversight by the original vendor, which necessitated a second Request for Proposals to be released for the Bronx facility. 

In late November, DoITT submitted a $286 million contract to the Comptroller’s Office to hire Northrop Grumman to begin work on establishing the Bronx call center system.  As part of Comptroller Liu’s due diligence in reviewing DoITT’s submission, serious red flags emerged, and a request for a full analysis of the cost estimate was issued.  DoITT provided the Comptroller’s Office with additional documentation, but it was not sufficient to answer significant outstanding questions. Last week, Comptroller Liu rejected the contract.

The Emergency Communications Transformation Program (ECTP) deserves your attention at this time because my office has not been able to approve a $286 million contract for the project as requested by the Department of Information Technology and Telecommunications (DoITT), and because there is opportunity to gain synergy from Deputy Mayor Stephen Goldsmith's efforts in the wake of the CityTime scandal.

My office has returned the $286 million request from DoITT because of several outstanding questions. Some of the issues are similar to problems encountered with the CityTime project, such as:

• Time and expense billing arrangement, which does not encourage timely and efficient completion;
• Multiple layers of subcontractors, including quality assurance consultants;
• Significant cost overruns: original budget of $380 million now increased to $666 million and counting.

Deputy Mayor Stephen Goldsmith is now undertaking a comprehensive review of the City's major technology projects, beginning with CityTime, to see why certain things were missed and to make sure that additional measures or safety nets are installed to prevent waste and fraud.  The ECTP project should rank high in priority for his review to head off even more severe problems.

The ECTP is an important project that you have initiated for the purpose of improving public safety for New Yorkers.  It's all the more important that it gets done on a timely basis and within our means.

How could HP be the only one and for now there is no criminal investigation even though John Liu requested one in his May 2012 press release and Cy Vance has done nada.

Just my opinion but across the boards especially on tech a revolving door of corruption -- over billing including consultants..... I wish we could have one big forensic audit.
