I believe top less were getting gifts FirstNet and other contracts ironically by the way that are involved in spying from the second command center supposed to be for 911 which is years behind movie used to some degree to better spy on you ever NYPD considers their enemies?

Internal Affairs at the NYPD top brass taking affect the bidding process which is a joke because the fix was in even there but I guess the top brass were so happy with their gifts and hope of future employment or appointments but they didn't seem to notice the contractors were delivering late and crap on 911 and FYI the second command center for 911 is still not up to late it was 2012 --- now it is 2016 The $900 million second backup unit is not up and running yet why do we need a $900 million-dollar command center in unless going to be using it for other things maybe for spying I'm just trying to figure it out..??

actually started back in December 2013 under his predecessor, Ray Kelly — entirely to Kelly’s credit, Bratton emphasized. While the commissioner recognizes this as the highest-level NYPD scandalsince at least the 1970s, he’s not blaming anyone but the wrong-doers.
Which makes sense — because Bratton himself promoted at least three of the five brass he’s already sent to limbo.
And he was about to promote another figure named in the scandal to No. 2 in the entire department back in October 2014 — until Chief of Department Philip Banks abruptly quit [ Retired from ] the force.
Now suspicions are high that Banks left over fear of hard questions to come about six-figure profits he’d made working with the businessmen on the civilian side of the scandal.
Those promotions (and near-promotion) have us scratching our heads over Bratton’s claim he’s tracked the probe closely from the start. Did the investigation take a far more serious turn in its second year — over a year before reaching its current stages?
Again, the commish isn’t free to explain the apparent contradictions until (at least) the feds file indictments in the case.
On the other hand, Bill Bratton is a consummate police professional working for a mayor who rode into office on a wave of anti-cop rage. And the commissioner’s keeping crime at record lows, even as NYPD arrests are also making record lows.
He finesses contradictions every day.
