Company Had Head Start Preparing Bid in Welfare-to-Work Program
A company that was one of the biggest winners in a competition for millions of dollars in city contracts to help run Mayor Rudolph W. Giuliani's welfare-to-work program had a five-month head start in preparing its bid over other companies vying for the work, documents show.
Officials at Maximus Inc. of McLean, Va., the company that was awarded the largest share of the contracts, held wide-ranging discussions with the Giuliani administration on its ''welfare reform efforts'' starting in early January 1999, according to internal Maximus documents obtained by The New York Times. The city did not hold its first informational meeting for other companies seeking to bid on the contracts until mid-May.
Alan G. Hevesi, the city's comptroller, said the documents ''clearly create a strong suspicion that certain contractors received an unfair advantage.'' Mr. Hevesi, whose office oversees the granting of city contracts, has until Monday to decide whether to accept or reject the Maximus contracts and others awarded in the same process.
