"Ms. Shaffer acknowledged in a signed statement to the city’s Conflicts of Interest Board that between March 2009 and August 2010 she was paid for 290 hours of work that she did not perform. She said she did so by manually entering false information into the CityTime automated payroll system."
Suzannah B. Troy, me, thinks that CityTime was an open door inviting management level thieves to steal and so far one was busted...if there was a thorough investigation more would be found but none discouraged because the Bloomberg administration is fine with the management stealing lots of money, just not low tier workers!

Karen Shaffer must be fired and she must repay the money she stole. Using CityTime she lied, stealing time. Did she used the flawed CityTime system to her advantage because I have heard people often have to call in over-time and any kind of anomalies because CityTime can’t recognize them and NYC gov. worker’s schedules are not 9-5 work days. Did Barrios-Paoli sign her time sheet and not happen to notice Shaffer did not work all these hours and if so should she be punished as well?
Why are no criminal charges being placed against her. She stole did she not?
Why did the Bloomberg Administration just demote her? Is it like Mike Bloomberg wiring money out of his personal account the day before the election to the Independence Party to be funneled to John Haggerty? Some people are above the law?

Mayor Mike Bloomberg and corrupt Christine Quinn: The People of New York City have a huge problem with all the corruption, thieving, lying more thieving, slush fund scandals, pension scandals, CityTime and your upper echelon of staff stealing time...why do I get the feeling Karen Shaffer isn’t the only one? Contrast this with all the closings of firehouses, schools and lay-offs of employees NYC Gov and you are looking at a lot of anger. What is needed is a revolution.
