"The city has agreed to pay $14,000 to a Brooklyn man who claimed he was illegally stopped and frisked by a much-sued NYPD cop, the Daily News has learned.

Jurard St. Hillaire, 21, found a surveillance video backing his accusation against Officer Leonard Clarke of the 70th Precinct in Flatbush, Brooklyn.

The video, which showed the cop pushing St. Hillaire against a building, even prompted a city lawyer to concede in January that there appeared to be no legal basis for the stop. St. Hillaire also claimed Clarke “slammed” his head against the wall several times, but that appeared to be exaggerated."

It’s not a bad payday for St. Hillaire, who was in custody for five minutes before Clarke tossed his ID on the ground and warned him he was lucky he wasn’t getting a summons.

Clarke might need a tutorial on constitutional law. The city has settled five cases since 2010 in which Clarke was accused of a false arrest or illegal search — for a total payout of $96,000. “I think it would be wise for the Police Department to send Clarke for retraining and to start supervising him more closely,” said St. Hillaire’s lawyer, Richard Cardinale, who has sued the cop in three cases.

City lawyer Pernell Telfort said: “We felt that settlement was in the city’s best interest; however, it should not be construed in any way as an admission of wrongdoing by the officer.”

I woke up at 3am and now it's almost 4:30.  I read a comment slamming 311 and I agree.

We do not have investigative journalism here in NYC so I can't get the price tag on 311 and on top of that massive price how much we paid Gartner Group and other consultants for 311 which is not worth it's weight in cold let alone what ever we paid.

We did pay mayor Bloomberg's daughter a dollar for her help on 311 and the head of doitt at the time was invited to her wedding and left to become a lobbyist making big bucks and some of that money on contractors that in my opinion were over billing us The People of NYC.

Actually he and his co-worker DOITT weren't aware we were being over billed so they just happen to want a cut of the action as lobbyists?  Nice work if you can get it considering NYC's staggeringly high unemployment rate under mayor Bloomberg  -- the man that his puppet Christine Quinn said only Mike can help us with the economy during these tough times as Quinn moved into a million dollar plus condo we hear she got at a special price and became an owner of a 2nd home in New Jersey.  Nice timing huh?

Christine Quinn pushed through the largest abuse of tax payer money ever in the history of NYC -- starting with the one mega crime exposed CityTime -- yes -- Christine Quinn brushed aside two investigations brought by Tish James to aid SAIC in their continued compulsion to over bill us for a flawed pay roll system that is destined for the dumpster.  Interesting but Rudy threw out a payroll system that worked called AutoTime.  Than surprise his deputy mayors emerged as lobbyists for SAIC who I believe was stealing in my opinion before Gerard Denault was ever hired!

ECTP 911 Tech System even bigger crime than CityTime.  So far John Liu thinks about 188 million dollars stolen aka over billed by Hewlett Packard but folks we went over budget 1 billion + dollars and you cannot even text 911 let alone hope that the system works including years of generating duplicate calls to tech software flatlined oops.

I am a victim of a violent crime by Delita Hooks Dr. Fagelman's receptionist and she almost blinded me after violating my patient rights, menacing me, giving me the finger, threatening me with bodily harm and also almost blinding me and damaging my 50 year old neck.
