"Systems integrator Accenture Federal Services is a subsidiary of the consulting firm Accenture. Leidos, based in Reston, Va., was previously part of Science Applications International Corp., or SAIC, and was spun off this year.
SAIC has at least a 25-year history with the MHS, having built its Composite Health Care System from software code supplied by the Veterans Affairs Department under a $1 billion contract awarded in 1988. That system, known as CHCS, is still in use in military hospitals because its proposed successor, AHLTA, failed to become its total replacement."

Attached to this letter, we submit two recent New York City audits of large IT projects, which demonstrate that the government's claim that the City was defrauded by SAIC's markups is inconsistent with other large IT service contracts that, like SAIC's, did not limit contractor's markups or require the contractor pass any savings on to the City that it gained by having subcontractors perform work on the contract. The first is a September 2013 audit of Accenture's Access NYC Contract with the City. Under the Accenture contract, Accenture "added a significant imputed mark-up on services provided by its subcontractors with a mark-up rate as high as 178 percent." For the contract period, Accenture alone (without consideration of any additional markup added by its subcontractor) had an "average mark-up rate of nearly 58 percent" and during the year 2012 there was an "average mark-up of 84 percent."
