FBI I Have Proof Internal Affairs Let Chief Chuck Dowd Retire He Did Not Steal Millions IAB Corrupt Mentality 911 to FirstNet and Beyond The Police Can't Police The Police

Chief Chuck Dowd's daddy a retired chief.   I guess his father didn't teach him you don't take gifts and he 
saw Ray Kelly taking free rides on Mayor Bloomberg's private.

Did the chief take free rides and Mayor Bloomberg's job.

I asked internal affairs to investigate whether Chief Chuck Dowd was compensated and or took gifts for being on the board of FirstNet.  


I can prove to the FBI that internal affairs decided he didn't steal millions will let him retire.   I was given the round around as ususal by IAB.  


I am send out this email to media and activist lawyers re: evidence.  


FYI Ray Kelly, Bill Bratton NYPD Chiefs on down are not allowed to take gifts!  

I am alleging Chief Dowd took compensation he was not allowed to take beyond Verizon gifts he and his subordinates took and Verizon is alleged along with HP Hewlett Packard to have over billed us.  

From what I hear HP was in the lead from the beginning overbilling and was going to overbill until HP loss the contract.  Key employee from HP responsible for overbilling came back with yet another company and now is working on 911 get again but on for 2 million dollars not hundreds of millions of dollars.  

If it is true HP was stealing from the beginning all the contractors involved tattoo now as HP allegedly was stealing and not delivering. 


Ray Kelly is responsible for more than poor judgment and allowing NYPD Chief Dowd to be in charge of the technology that he had no knowledge of.  

Than Dowd becomes a board member of FirstNet while actively being a police officer and I want to know if he was illegally compensated and or compensated violating NYPD protocol and rules and did he take gifts?

He and Mr Bratton hosted a board meeting at One Police Plaza when ethically it may not of been appropriate.  

I have yet more proof internal affairs cannot police the police and their response to me was he didn't steal millions of dollars so they allowed him to retire and now he's no longer internal affairs problem.  


I want to know if he took gifts from FirstNet or involving sitting on the board of FirstNet from contractors wanting in on FirstNet. 

NYDN exposed the fact NYPD Chief Dowd took gifts along with other NYPD officials from Verizon a contractor on our 911 Tech system I call our Tax payer Titanic, over 1 billion dollars over budget. 

Will it take a terrorist attack in a collapse of the 911 text system for the feds to wake up?
