Law360, New York (January 11, 2013, 2:33 PM ET) -- A New York federal judge on Thursday denied the government’s bid to stay a civil False Claims Act suit against Structured Employment Economic Development Corp., a nonprofit that ran job placement centers, while prosecutors prepare criminal charges against the group’s managers.

Agency Will Pay $1.7 Million for False Job Placement Claims

A nonprofit agency that once was among Mayor Michael R. Bloomberg’s favorite contractors has agreed to pay $1.725 million to the federal government for falsely claiming to place 1,400 New Yorkers in jobs.
Most of those New Yorkers in fact found jobs on their own, or remained unemployed.
Federal prosecutors announced the settlement on Wednesday of a civil fraud lawsuit against Seedco. The agency, according to prosecutors with the United States attorney’s office for the Southern District of New York, routinely falsified entries in government job placement databases.

The deputy, Bill Harper, paged through more sheets. He counted more than 400 fraudulent placements. (The city pays his agency,Seedco, a performance bonus for placements.) In April, he took his findings to his bosses at Seedco, which holds $15 million in city contracts.
Seedco has contracts across the country. Its board comprises a who’s who of city nonprofit royalty. It recently hired Barbara Gunn, a former aide to Mayor Edward I. Koch, as executive director.
