NEW YORK (CBSNewYork/AP) — A federal appeals court on Thursday blocked a judge’s order requiring changes to the New York Police Department’s stop-and-frisk program and removed the judge from the case.
The 2nd U.S. Circuit Court of Appeals said the decisions of Judge Shira Scheindlinwill be stayed pending the outcome of an appeal by the city.
The judge had ruled in August the city violated the Constitution in the way it carried out its program of stopping and questioning people.

The city appealed her findings and her remedial orders, including a decision to assign a monitor to help the police department changes its policy and training program associated with it.
The appeals court heard arguments Tuesday on the requested stay.
The appeals court said the judge needed to be removed from the case because she ran afoul of the code of conduct for U.S. judges by compromising the necessity for a judge to avoid the appearance of partiality in part because of a series of media interviews and public statements responding publicly to criticism of the court.
The judge had ruled that police officers violated the civil rights of tens of thousands of people by wrongly targeting black and Hispanic men with its stop-and-frisk program. She appointed an outside monitor to oversee major changes, including reforms in policies, training and supervision, and she ordered a pilot program to test body-worn cameras in some precincts where most stops occur.
Mayor Michael Bloomberg and Police Commissioner Ray Kelly have staunchly defended the program and denied that the NYPD engaged in racial profiling.
The stop-and-frisk tactic has been criticized by a number of civil rights advocates.

Mae West’s “Diamond Lil,” Bowing to Popular Demand, Books Autumn Dates at Don’t Tell Mama in Manhattan
New York, NY -- – Written in 1928 by Mae West, the stage play “Diamond Lil” has laced itself into a position of public awareness once again. Three events in August, that led to whoopee, winks, and ink in The New York Times, The Village Voice, The Brooklyn Courier, etc., lifted the petticoats of petulance from the attitudes of no less than 300 Manhattanites who have missed Mae West.
Stunning in her corsets and stupendous in her insouciant charm, actress Darlene Violette took the role of the Queen of the Bowery to the realm of full tilt boogie. And breaking with convention, the audiences interrupted each performance, cheering the cast often with applause so heavy that paint chips flaked off the ceiling.
Did you miss the merriment? Fear not. Those torso-tossing scenes of sin and sensationalism return to the red curtained realm called “Suicide Hall” this Fall. Come up sometime and reserve a seat.

in the motion to dismiss Det John Vergona's notes of our first conversation have a blatant lie -- something I never said. It never happened.
I never said that yet it is in Det Vergona's notes so where did he get it from?

Delita Hooks blatantly attacked me. Look at the beginning of the YouTube and see her friend leaning against the wall as if nothing is happening.
Looks like team work here to coerce me to drop charges and how could they do that since I was clearly the victim at a doctor's office and she came a long wait out from behind a closed off reception desk.

Feel Awful Stresses PMS Over Ate
I have kale from the farmers market sitting on my fridge but instead ate loads of pasta and noshed on non vegan nightmare.
Feel ill. I need to work on lawsuit today but need a vacation even more. I am too tired and burnt out to actually take a vacation.

My eye damaged by Dr Fagelman's violent receptionist is fuzzy. I need to go to eye MD. I don't see a black hole and that is good.
