BACKGROUND:
He is from Detroit and he got his money about twenty years ago, at the age of 64, when his father died. Their money is from General Motors, he is an heir to the "Body by Fisher" chassis fortune.
Upon inheriting the family fortune, which one magazine in 1995 estimated at $100,000, 000, he quit the financial world. At that time he moved to SoHo.
Like all these very wealthy people, once he got the family money, he had this sense of "noblesse oblige" and, let all good millionaires do, set up a charity. That was the SoHo and Tribeca Partnerships, now known as ACE.
Now he could be called a philanthropist and let the world think he is a good guy. Yet, most of the money for ACE is not from his pockets, but from the SoHo/Tribeca businesses, residents and coops who contribute to ACE to get their sidewalks cleaned to avoid SDNY fines, yet Buhl gets the credit for being a philanthropist.
In fact, he is a right-wing extremist, with DIRECT links to racist, white-supremicist organizations, and is a big contributor to Tea Party favorites.

The "SourceWatch" link to the Federation for American Immigration Reform (FAIR) shows Henry M. Buhl as VP, and states this (emphasis added):

FAIR played a significant role in drafting Arizona's controversial SB1070 anti-immigrant law, which has been successfully challenged by the US Department of Justice. In 2007, the Southern Poverty Law Center branded FAIR a hate group, stating that:

Key staff members have ties to white supremacist groups, some are members, and some have spoken at hate group functions. FAIR has accepted more than $1 million from a racist foundation devoted to studies of race and IQ, and to eugenics - the pseudo-science of breeding a better human race that was utterly discredited by the Nazi euthanasia program. It spreads racist conspiracy theories."[3]

Buhl founded the anti-immigrant Coalition for a Secure Driver's License and hosted many fundraisers and meetings for it in his Prince Street loft.

Hunter introduced legislation calling for the construction of a reinforced fence along the entire U.S.-Mexico border,Hunter introduced H.R. 552, The Right to Life Act, on February 2, 2005. In the 109th Congress, the legislation collected 101 cosponsors.[25] Hunter states that The Right to Life Act "would legally define “personhood” as the moment of conception and, therefore, guarantee all constitutional rights and protections, including life, to the unborn without utilizing a constitutional amendment."[26]

Buhl is 83 and is worried that when he dies his children have no interest in continuing their father's pet project ACE. So, in an attempt to preserve his legacy, he teamed up with mega real-estate companies like Newmark, Knight and Frank (14 million sq/ft of holdings worldwide), Thor Equities (the guys destroying Coney Island), Aurora Capital, and PEP Realty (a local real estate company with connections to organized crime - before founding PEP, the principals were in the local commercial garbage business racket in SoHo, until Giuliani shut them down)
Buhl brought these guys together in 2010 to form the BID. The SoHo artists and pioneers are fighting it. The community board unanimously vetoed it. Assemblymember Deborah Glick and State Senator Daniel Squadron have come out against it, as does most of SoHo.
So, Buhl is using ACE to set up this BID, a commercial operation that no one in SoHo wants except the landlords and his legacy
1) It was Buhl who brought the landlords together.
2) The BID is working out of ACE's offices on Bdwy, although ACE is a 501c-3 non profit.
