NYPD Robert Garland Hard Working Over Achiever Outsmarts IPhone Robber!!

NYDN Rocco Parascandola reports NYPD Robert Garland used his tech smarts which are way better than mine to catch an iPhone thief!!!!! The brainy NYPD officer typed the victims ID number in to his ICloud App and was able to pin point the thief who was hiding the phone in his shoe. NYPD Garland not a slacker and the NYPD term I believe "cooping" as in just wasting as much time as possible to collect pay check and pension.
